Housestaff-Wide Goals

Goals for 2017-2018

Goal #1: Quality and Safety – Achieve zero harm

With an overarching goal to achieve zero harm, in 2017-18 providers and staff at UCSF Health will decrease the total number of events that cause harm to patients and staff from the 2016-17 harm events baseline (with adjustment for volume growth) by at least 75 events.


Goal #2:  Patient Experience - Create an exceptional experience for our patients and their families                 

On the HCAHPS and CGCAHPS survey in the “Physician/Provider Communication” survey section, each unit/practice/service will need to improve from baseline FY17 performance by at least .1, or maintain or exceed the 90th national percentile. The combined percentage of units improving will determine goal achievement (Target = 59% improved).


Goal # 3:  Financial Strength - Lower our costs

With our ongoing imperative to lower our costs, our long-term goal is to achieve the 75th percentile among UHC peer group & break-even on Medicare reimbursement.  This value represents all spending by UCSF Medical Center and UCSF Benioff Children’s Hospital San Francisco in inpatient and outpatient areas, corrected for volume.  As a step toward meeting our long-term goal, this year’s target is to reduce our operating cost per case to at least $24,182.


Compliance Reporting:

UCSF Health will report compliance with the incentive goals on a regular basis (monthly or quarterly depending on the measure).  Compliance with each goal will be measured as “goal met” or “goal not met.”  Incremental improvements not resulting in the stated goal will not result in incremental payment.



The program will be open to all resident and fellows performing clinical care at UCSF Health San Francisco sites for at least 12 weeks between July 2017 and June 2018.



For programs that do not have a departmental goal, payment will be based on achievement of three goals, at a rate of $400 each for a maximum possible incentive payment of $1200.

For programs that have an approved additional program-specific incentive goal, payment will also be based on achievement of three goals, but with four opportunities to achieve three goals. Payment will be at a rate of $400 for each of three goals for a maximum possible incentive payment of $1200.


Payments will be made in September of 2018 through regular payroll procedures.


Program Specific Goals

Each program (residency or clinical fellowship) has the option to develop one specific incentive goal.  In order to ensure that the goal is aligned with departmental priorities, trainee representatives should work closely with department leadership, including, the program director, department quality physician leader and/or service chief, and department chair. Medical Center leadership, quality analyst, and GME leadership are also available for consultation. 


Data collection for baseline and final reporting is the responsibility of the program and/or department and the resident champion for the goal.  Programs are encouraged to use data that is a part of standard Medical Center reporting or is easily obtained from current databases (medical center quality analysts support each service and can assist with data options).  Otherwise programs will need to develop internal systems for measuring baseline and ongoing data.  These measurements should be proposed in the application and will be approved by the Medical Center and GME.  Data will be reported on a quarterly basis to GME office and subsequently to UCSF Medical Center leadership. 

If the incentive goal is approved, each program will create a poster to present their work at spring symposium.
